Subject:      What happened to Fenris?

Paula Quinton asks what will happen to Uller if the Ullerans are
successful in overcoming the Terrans.  Carlos von Schlichten responds,
". . . when the next ship gets in here and they find out what happened,
they'll send the Federation Space Navy, and this planet'll get it
worse than Fenris did."

What's this?  What happened to Fenris (and when did it happen)?  Things
seemed to be in fairly decent shape at the end of *Four-Day Planet*
and the Federation Navy hadn't intervened there yet by then.
